In any law abiding state, the police may, when dealing with public order disturbances, have to use force that is appropriate and proportionate. The use of violence by any crowd must be met firmly but fairly.
The use of a 38mm, 40mm or 44mm baton round aimed directly at a target is currently the most effective method of neutralising it. But unless great care is taken, this method can carry significant risk, especially if the baton round is fired from a short distance.
Following several years of research and development, the PEFCO 44 offers an innovative solution. It uses a baton round that, on impact, expands thereby minimising the risk of serious injury whilst maximising its effect when used between 1 to 25m.

We have designed and built the less lethal launcher, the CRUSH 44mm ®, together with a range of ammunition, including the PEFCS ® tear-gas ; the PEFBANG ® stun-bang; the PEFCOFLASH ® flash-bang ; and the PEFCOL ® marking.
The non-lethal ammunition available on the market
It is relatively easy to make an effective non-lethal 38mm or 40mm ammunition using a hard rubber fired from a rifled barrel. And it is for that reason that all of the non-lethal ammunition in either 38mm or 40mm available today use a hard rubber projectile. When fired, this ammunition is accurate but there is a significant risk of causing serious injury when the round hits certain parts of the body, especially when fired at short distances.
Moreover, because the projectile is hard and does not have much elasticity, it can rebound when it hits a hard surface causing unpredictable collateral damage.
Aware of this failing, some manufacturers have designed a « soft » version of the 44mm round. But, unable to achieve a satisfactory level of accuracy and impact, these munitions were deemed unreliable and dangerous and have been largely abandoned.
The new expanding projectile that delivers a controlled impact: the PEFCO 44®
It is very difficult to fire accurately a soft munition such as the PEFCO 44mm that is made from soft rubber that will, on impact, disintegrate by absorbing its own energy whilst simultaneously prolonging the time of impact and as a consequence its effect.
The PEFCO 44mm is made from soft elastomer and has been designed to be more brittle than any part of the body. So, on impact, the PEFCO 44 will disintegrate by absorbing its own energy. The result is to prolong the effect of the impact whilst minimising any potential harm to the part of the body that has been hit.
The feeling of pain is heightened because the surface area across which the impact is dissipated is increased and lasts longer. Conversely, cuts or bruises that are caused as a consequence of the « force applied to the affected surface area » are less likely, thereby reducing the risk very considerably of serious injury or death at ranges of between 1 and 25 metres.
